Patrick Luabeya is the Chairman of ARECOMS, the Authority for the Regulation and Control of Strategic Mineral Substance Markets. ARECOMS is a government regulator established in 2019, covering strategic minerals in the Democratic Republic of the Congo (DRC). ARECOMS aims to stabilise markets for strategic minerals, formalize the artisanal mining sector, ensuring that the industry operates transparently and sustainably. Patrick has held the position of Chairman for over two years, where he has provided leadership and direction to strengthen the governance of the sector. He simultaneously serves as Special Envoy of the President, since 2023. Prior to this, from March 2019 to January 2023, he served as a Roving Ambassador for the President.
